ICS2 EU Customs Advanced Filing Update #2

Dear Customer,

 

Please kindly note that we are seeing an uptick in the enforcement of submission of the Entry Summary Declarations (ENS) into the new Import Control System 2 (ICS2) for all shipments transshipped or destined to Europe. The ICS1 system will close down Dec. 04th and as such carriers are now starting to demand inclusion of all data elements outlined in our advisory from April 17th. Copy of the full advisory can be found here.

 

In short, customers will need to provide more detailed information for inclusion in the new ENS filing process. The changes will involve the provision of the following:

  • 6-digit HS Code for each commodity

  • Complete and accurate cargo descriptions

  • Detailed and concise Document Party addresses (*see note)

  • EORI (Economic Operators Registration and Identification) number for Consignee established in the EU

  • Buyer and Seller data for all cargo destined to the EU

*Note: ICS2 requires the following data elements for all shipment parties: (Shipper, Consignee, Notifies).

  • Business Name

  • Street Name Line 1 (mandatory unless PO Box is provided)

  • Street Name Line 2 (optional)

  • House Number (mandatory unless PO Box is provided)

  • PO Box (mandatory unless House Number is provided)

  • City (mandatory)

  • Postal Code/ZIP (mandatory)

  • Country (mandatory)

While many carriers are working to update their systems to standardize the means by which the additional data is collected, many are requesting inclusion of the data when the bill of lading instruction is submitted. Customers will need to ensure that the additional data elements are provided alongside or included to your commercial documentation.

 

The additional data elements are required both when a House B/L is issued and for Straight B/Ls.

 

If the required information is not available within the timeframe communicated by the carrier there will be no load approval received from destination and as such cargo will be issued a “No MRN / No Load” status. All charges incurred as a result of load rejection will be for the account of the cargo.

 

Please kindly ensure that the data elements outlined above are provided for each and every booking destined to Europe on a go forward basis.
